THE third quarter of 2016 has seen the lowest number of incidents year-on-year in Asia, according to ReCAAP ISC latest report.

The number of hijacking of ships for oil cargo theft has decreased from 12 in 2015 to just 2 incidents in 2016 - product tanker Hai Soon 12 in May where Indonesian authorities foiled the hijack resulting in the arrest of the perpetrators and the recovery of cargo; Ever Prpser in June with the loss of crude palm oil.

The location of the incidents were 73% at ports and anchorages, totalling 43 incidents and ships underway at 27% totalling 16 incidents, including the abduction of crew in several cases.

The abduction of crew for ransom as seen a rise in incidents recorded in 2016. 36 crew were abducted in 7 incidents. 24 have been released to date, whilst two managed to escape. A total of 10 crew kidnapped off eastern Saba and southwest Philippines are held in captivity.

ReCAAP ISC continues to highlight that there is no room for complacency, despite the decrease in incidents. Concern remains over the abduction of crew and the incidence of boardings at certain ports and anchorages. Vigilance and a step up in surveillance, conducting patrols and the initiation of timely operational responses are key to further reducing the threat against the seafaring and shipping community.
