Seychelles Police to Get Training & Capacity Building From India

AN AGREEMENT was signed yesterday for the Bureau of Police Research & Development (BPRD) of India to provide training and capacity building to the Seychelles police force in its current and future policing work.

The areas of training are in scientific investigation techniques in areas such as crime scene, cybercrime, forensic science, just to name some.

The agreement was signed by Dr Kirmal Kumar Azad, IG – director of BPRD and Police Commissioner Ernest Quatre during a bilateral meeting at the International Conference Centre between the Seychelles police and a delegation from the BPRD.

It was on April 30, 2012 that a memorandum of understanding (MoU) was signed between the Minister for Foreign Affairs Jean-Paul Adam on behalf of the government of Seychelles and the Indian Minister of State for Information and Communications to provide training and capacity building for the Seychelles police force.

“Since then we have been in contact with Dr Nirmal Kumar of BPRD, India who is coordinating the training needs. As from Monday we have deliberated on the major points of the MoU regarding the training. Today we have agreed on the various points of the training that India will provide to our police force, hence the signing of the agreement,” said Police Commissioner Ernest Quatre.Agreeing MOU Photo: Seychelles Nation

“We are here to ensure that the contents of the MoU signed are complied with.  So the Indian delegation had an in-depth discussion with the Seychelles police so we can identify the training requirements of the Seychelles police, not only for the current area of policing but also for its future policing,” said Dr Azad. 

He added that in doing so, the Indian delegation will visit different places and units of the local police so as to better understand the training needs.

Other members of the Indian delegation at the meeting yesterday were Gopi Chand Yadav, deputy secretary of police in the Indian Ministry of Foreign Affairs; Malvika Priyadarshini, under secretary of the Indian Ministry of External Affairs and Anindya Banerjee, first secretary and head of Chancery of the high commission of India. 

On the Seychelles side were the deputy commissioner of police Ernest Hunter; assistant commissioners Reginald Elizabeth and Godfra Hermitte and Raymond St Ange from the office of the Ministry of Home Affairs and Transport under which the police force falls.
