Maritime Security Operatives Qualification - City & Guilds, SCEG presentation at IMO

Last week, the UK delegation at IMO led a presentation by the UK’s Security in Complex Environments Group (SCEG) and City and Guilds (C&G), to brief MSC delegates on the newly accredited City & Guilds qualification for Maritime Security Operatives.
Formal Accreditation
SCEG asked C&G in January to develop a Maritime Security Operative (MSO) qualification based on the competencies in the new international standard for Private Maritime Security Companies (PMSCs): ISO28007.
Until now there has been no formally accredited vocational qualification that matched directly the competencies required to do the job. All too often in the past, operatives had been asked to demonstrate their suitability through courses which were largely inappropriate for their future role. MSO 8269 has been accredited by the UK Government’s regulator, Ofqual, and plugs this gap. It is the only award of its kind for PCASP within the UK’s Qualification and Credit Framework.
Training provider
3rg Security, based in Poole, has been at the forefront of the development process, working closely with C&G as one of three industry experts chosen to identify key learning objectives and assessment criteria for the Award. It is set at Level 3 with four units and some 38 Guided Learning Hours.
Richard Mann, Operations Director at 3rg, remarks: “Our drive throughout has been to provide relevant training for individuals and to reduce confusion amongst service leavers as to what is required by the industry. PMSCs will now be able to use the qualification to demonstrate the competence of their workforce to their clients, and as part of the ISO 28007 certification process.”
Deliverable
8269 MSO training is now being delivered by 3rg Security and at other centres which have been assessed by C&Gs as being suitably experienced and qualified in the field of maritime security. Course content must satisfy the intended learning outcomes against the Award’s assessment criteria.

International Offering
The presentation at IMO was well received by an appreciative audience. Questions came from a wide variety of flag States, many of whom were keen to hear that the qualification can be offered internationally. Kevin Blanch, Portfolio Manager at City & Guilds said he was ‘very pleased to have assisted the maritime security industry in developing this new qualification in support of ISO28007.’ Judging by the reaction at the presentation, SCEG and C&G are optimistic that the Award will add value internationally as industry ‘best practice’.
