Somali Coast Guard Cadets Receive Course in the Role of Civilian Police Organized by the EU
ON August 6, a twelve week Basic Training Course for the Somali Coast Guard organized in Mogadishu by EUCAP Nestor in cooperation with EUTM Somalia and the participation of UNSOM, was completed. The Somalia Attorney General’s Office participated in this activity taking part in the training sessions.
The course aimed at enabling twenty-nine Somali participants to familiarize with the role of civilian police, based on the latest international police standards, with particular focus on Maritime Police related issues. To this end, various scenarios with practical session about real life situation were presented by EU and other international experts during the course. A basic knowledge about Human Rights and Rule of Law was included in the program.
Among the topics learned by the Somali cadets during this course were: Intervention techniques, detention and use of non-lethal force, conflict prevention (and handling, negotiation, mediation), forensic techniques, radar navigation, map reading.
Somali Prosecutors from the Somalia Attorney General’s Office delivered lectures in Criminal Procedure Law, sharing practical examples with the Coast Guard students. Such activity allowed a needed interaction between the Coast Guard and the prosecutors as actors in the judicial sector.
A closing ceremony for this EU led activity was held on August 6th in Mogadishu with the participation of the National Security Adviser Somalia Sheik Issa, the Head of Somali Coast Guard, Admiral Nourey, EUTM Somalia Commander General Maggi and the Head of EUCAP Nestor Field office Pierre-Aime Riccio.
On this occasion, the Somali students gave some demonstration of the knowledge acquired.
Before collecting their participation certificates the trainees demonstrate their ability to use and adjust maritime radar (navigation skills), collect and secure evidence traces from a crime scene, handcuff suspects in various situations and body search with and without metal detector.
