Local Maritime Capacity Building Training for Seychelles Coast Guard & Air Force During FGS Berlin Visit
ON AUGUST 25/26, two Local Maritime Capacity Building (LCMB) activities have taken place during FGS Berlin port visit to the Seychelles.
LMCB are conducted by the European Union within the framework of Operation Atalanta to enhance the capacity of security forces of regional partners in the fight against piracy.
As part of the EU comprehensive approach in the Region, such activities support training provided by the EUCAP Nestor Mission.
FGS Berlin provided following training sessions to Coast Guard and Air Force staff.
Firefighting Exercise
Firefighting basic training and quick reaction drills were facilitated by FGS Berlin. This training includes instructions on the correct use of various fire extinguisher, using different extinguishing agents, as well as the teaching of techniques about the appropriate opening of (hot) doors, and the different engagement of members of the firefighting team.
This kind of operation involves an “initial attack” phase, i.e. the first person on the scene; the “support party”, a team dedicated and appropriately equipped with flame retardant suits and oxygen masks; and the “boundary cooling party”, responsible for cooling the surrounding area so that a fire cannot spread out.
The team from FGS Berlin also conducted a demonstration of firefighting drills in the harbour.
First Aid Training
On 26 August, the Seychelles Coast Guard personnel attended a one day workshop focusing on handling emergencies onboard maritime vessels. This workshop included methods for finding a casualty / injured person, first aid training, as well as methods for handling and transporting a patient, helping a person after near drowning, or in case of hypothermia, dealing with a person in shock.
MERCURY Workshop
A workshop attended by personnel from the Seychelles Coast Guard and Air Force took place 26 August. This specific workshop covered the background and use of the MERCURY system. The MERCURY system is an internet-based secured communication network used as an alert and coordination tool by all anti-piracy stakeholders, currently used by Seychelles maritime authorities. Topics covered during the workshop were the general history of Mercury, build-up of Mercury, users, access and operational use of the system. The adoption of such system reflects criteria’s stipulated for operational training in general, and in accordance with the outline for building onto existing maritime capabilities, within these two agencies.
